My proposal to create 2025-2029 NCHSAA conferences with 8 classifications

This is my proposal on how to create the new 8-class system NCHSAA conferences
using the 2023 ADM numbers.
My rules were as follows: Split conferences could have no more than 3 divisions.
I tried to make conferences with at least 6 football schools where possible.
I put 58 schools in each of 8A-2A then 38 in 1A. This allows for more charter
school growth in 1A, plus the smaller schools can have their own championships
in most sports. For football there would be a 2A/1A combined championship.
